What is the Internet Social Tariff?
The Internet Social Tariff (TSI) was established by Decree-Law no. 66/2021 (30 July) to ensure affordable broadband access for low-income households or individuals with specific social needs. This standalone service provides broadband speeds of 12 Mbps (download) and 2 Mbps (upload), with a monthly data cap of 15 GB.
Who qualifies for the Social Tariff?
You may be eligible for the TSI if anyone in your household receives any of the following benefits:
- Child benefit (Abono de família).
- Unemployment benefit.
- Social solidarity supplement for the elderly (CSI).
- Social Insertion Income (RSI).
- Social disability pension or inclusion benefit supplements.
- Social old-age pension.
- Alternatively, households with an annual income of €5,808.00 or less (increased by 50% for each additional dependent member with zero income, up to a maximum of 10 people) also qualify.
How much does it cost?
The Internet Social Tariff is priced at €6.15/month (including VAT).
The necessary connection equipment costs €26.38 (including VAT), which can be paid upfront or split into monthly instalments over 6, 12, or 24 months.

Social Tariff for university students
Higher education students can also benefit from the TSI if they are part of a household that meets the standard income threshold (€5,808.00 or less, adjusted per dependent).
To apply, the student must provide an official proof of enrollment from their university alongside a valid proof of residence (e.g., a declaration from the local Parish Council or a recent utility bill).

Yes, you can make a one-off purchase for the same amount as the monthly fee, €6.15 (€5 + VAT), which gives you another 15 GB of traffic. When you use up the traffic included in the monthly fee, you will be redirected to a page with the option to take out a new subscription. The one-off amount will be charged on the monthly invoice.
To cancel the Social Internet Tariff, send an e-mail to tsi@digi.pt, using the form on our customer support page, duly signed in accordance with your identification document (Identity Card, Citizen Card or Passport) and with a copy of your identification document.
The TSI has no minimum contract period and there is no charge for breach of contract. However, if you choose to pay the activation service amount in instalments, and the service is deactivated before that period is up, DIGI will charge the outstanding instalments on your final invoice.
The TSI has a monthly fee of €5+VAT.
To use the service, DIGI will provide the necessary equipment, namely an internet access router.
The duration of the Social Internet Tariff depends on the eligibility criteria that justified granting it continuing to be met.
Every year, ANACOM confirms that the beneficiary's eligibility condition still applies. However, beneficiaries who no longer meet the requirements for the TSI must inform DIGI within 30 days.
In the case of university students, they must provide DIGI every year with the necessary information (tax identification number, tax address, a document certifying enrolment at the higher education institution and their current address of residence) so that ANACOM can give its decision.
DIGI may at any time check the eligibility of TSI beneficiaries with ANACOM. If the eligibility is not confirmed, DIGI may, within 30 days and with prior notice, stop providing the TSI.
If you meet the eligibility requirements for the TSI, you must submit the TSI application again for reassessment by ANACOM, attaching the form and the necessary documents, which you can find at www.digi.pt.
If you are a beneficiary in one of the situations covered for accessing the TSI, you must submit your application. Once DIGI receives your application, it will forward it to ANACOM to check your eligibility by consulting the Social Security and Tax and Customs Authority services.
As soon as ANACOM has checked your eligibility by consulting the Social Security and Tax and Customs Authority services, DIGI activates the TSI within a maximum of 10 days of receiving the confirmation of eligibility from ANACOM. Exceptions are cases of technical impossibility or failure to meet the assessment and fraud detection criteria subsequently identified, as well as cases where, within that period, the service cannot be activated for reasons beyond DIGI's control.
